(Civil Engineering/Construction Management)
Overstreet and Associates (OA) is a comprehensive design and development firm based in Biloxi, Mississippi, with an office in Daphne, Alabama. It offers a range of multidisciplinary services to diverse clientele in the private and public sectors. OA specializes in roadway design, water and wastewater infrastructure, storm drainage solutions, marine and coastal engineering, dredging, environmental assessments, and surveying services.
OA seeks a Business Development/Government Affairs Manager for South Alabama’s Infrastructure Sector (Civil Engineering & Construction Management). The Manager will be responsible for capturing business for roadway/highway, water/wastewater, stormwater, coastal engineering, and dredging markets, from planning to design and construction management. The Business Development/Government Affairs Manager will focus on growing the firm’s clientele and business opportunities within the South Alabama area. The individual will continue to develop the client base, maintain existing client relationships, and manage a variety of pursuits.
Responsibilities:
- Lead the development and growth of strategic relationships with target clients and teaming partners that align with core and growth markets
- Participate In pursuits including proposal development, preparation of marketing materials, event planning, and help maintain strong relationships with key leaders
- Gather, interpret, and act upon market data for federal, state, and local government clients to develop a pipeline of potential targets.
Functional Requirements:
Prospecting and Business Development
- Research and understand the market within the regional territory, including all potential clients and their relative size and potential to utilize Overstreet’s Engineering Services
- Must have a thorough understanding of Engineering services and be able to communicate with clients the range of OA services
- Open doors for Engineering, Procurement, and Construction (EPC) opportunities
- Possess strong technical and people skills to be highly effective with clients to win engineering contracts
- Develop and maintain key industry relationships and be aware of competitors’ activities to identify and develop growth projects
- Research opportunities for growth and expansion in current and future markets
- Must have an in-depth understanding of clients’ contracting philosophies, evaluation criteria, and decision-making processes
- Uses best practices and knowledge of internal/external business issues to provide advice to improve services
Client Prioritization and Strategy
- Evaluate, qualify, and rank existing and potential clients to focus resources effectively and prioritize high-value opportunities.
- Establish client-focused objectives aligned with regional strategies and overall revenue goals.
- Develop and maintain a detailed action plan with specific client engagement activities to ensure steady progress toward client development objectives.
Client Engagement Activities
- Conduct client outreach through in-person meetings, email, phone calls, and social media to promote OA’s services, including presentations and introductory meetings.
- Respond promptly and accurately to client inquiries, ensuring technical questions are addressed with effective solutions.
- Participate in conferences, trade shows, and industry events to foster client relationships and expand professional networks.
- Organize and participate in social interactions, such as client meals and outings, within OA’s guidelines for reasonable and customary entertainment to strengthen client relationships and explore new business opportunities.
- Understand customer needs and assist clients in selecting the proper engineering and inspection recommendations
- Assist in generating proposals for OA solutions, including engineering and inspection services, cost estimating, and proposal customization to optimize our value proposition
Budgeting, Forecasting, and Management Communication
- Provide timely and directionally accurate market activity information, including forecasts and market condition information, to assist management with making business decisions
- Provide regular updates in the form of opportunity trackers and re-forecast intelligence
- Provide market condition information as requested
Communication and Leadership
- Proven ability to communicate effectively and build trust with senior executives
- Strong presentation skills to allow the development of presentations internally and externally to partners or clients
- Strong leadership skills with the ability to motivate pursuit and proposal teams for projects and capable of coordinating with marketing and operational teams to implement business development initiatives
- Creates a long-term pre-planning system to identify key upcoming RFPs and anticipated requirements that will contribute to a winning proposal

Education/Training
- Bachelor’s degree required (Engineering, Construction Management or Business preferred)

OA is a locally owned, fast-paced, multidisciplinary company that provides Civil Engineering, Surveying, and GIS services to clients in the private and public sectors. OA has offices in Biloxi, Long Beach, and Pascagoula, MS.

RESPONSIBILITIES:
- Observe, inspect, and document underground utility construction as an owner’s representative
- Ensure compliance with design plans and specifications, and permit requirements
- Document contractor progress, maintain accurate quality records, process payment requests, generate punch lists, and certify completion status
- Document site activities accurately by maintaining accurate and current field books, construction reports, and as-built record drawings
- Coordinate with city personnel, clients, contractors, and project stakeholders during the course of projects
- Coordinate with third-party materials testing firms for concrete, soil, and field testing
- Advocate for site safety and coordinate with the public for safety awareness
- Monitor and track additional work, change order work and/or force account work
REQUIREMENTS:
- BS in Construction Management or related disciplines preferred
- 5+ years of experience inspecting civil infrastructure projects
- Experience working for and with municipal agencies or utility infrastructure organizations
- Experience in reading and interpreting construction specifications, drawings, and documents in a construction environment.
- Experience in measuring quantities in the construction environment and properly filling out inspection reports.
- Experience with simultaneously inspecting multiple projects
- Ability to respond proactively in a high-paced environment and willingness to adjust and respond effectively to changes
SKILLS:
- Excellent verbal and written communication skills. Advanced knowledge of arithmetic. Advanced knowledge of Microsoft Office Suite of applications (Word, Excel, Outlook, etc.). Ability to adapt to new technologies and quickly learn new computer skills.
